The Tokyo Immigration Bureau has jurisdiction over 茨城県(Ibaraki), 栃木県(Tochigi), 群馬県(Gunma), 埼玉県(Saitama), 千葉県(Chiba), 東京都(Tokyo), 神奈川県(Kanagawa), 新潟県(Niigata), 山梨県(Yamanashi), 長野県(Nagano).

Residents of 神奈川県(Kanagawa) fall under the jurisdiction of the Yokohama District Office.

Useful Information Before Your Visit

Directions (to the Main Office)

The Tokyo Immigration Bureau main office is located in the 東京都港区港南(Minato-ku, Konan) area and is accessible on foot from JR Shinagawa Station (品川駅).

  • JR Shinagawa Station (品川駅) Konan Exit (港南口): Exit through the Konan exit and walk straight for approximately 15 minutes. The Konan exit is on the opposite side (east) from the Shinkansen side.
  • Tokyo Monorail Tennozu Isle Station (天王洲アイル駅): About 10 minutes on foot after exiting. Convenient if coming from the Haneda Airport direction.
  • Rinkai Line (りんかい線) Tennozu Isle Station: About 15 minutes on foot after exiting.
  • Bus: Take the Toei Bus (都営バス) Route “Shin99” from the Shinagawa Station Konan exit to reach the bureau directly.

Shinagawa Station is served by JR Yamanote Line (山手線), Keihin-Tohoku Line (京浜東北線), Tokaido Line (東海道線), Keikyu Line (京急線), and others, making it easily accessible from anywhere in central Tokyo.

Tips for Visiting

  • Office hours: Weekdays 9:00-12:00, 13:00-16:00 (closed on weekends and public holidays)
  • Peak hours: Mondays, the day after public holidays, and morning hours are particularly crowded
  • The Tokyo main office is the busiest immigration bureau in all of Japan. In particular, from January to March, corporate status of residence applications surge ahead of the April hiring season, leading to very long wait times. Waits of 2-3 hours or more are common, so please allow plenty of time.
  • If possible, visiting on Tuesday through Thursday afternoons is relatively less crowded.
  • Parking: Very limited and usually full. Public transportation is strongly recommended.
  • ID photo machines and revenue stamp (収入印紙) vending machines are available inside the building.
